Public comment period is open for the General Waste Landfill Conversion in Keewatin

General Waste & Recycling, LLC proposes to convert two cells of its existing landfill to accept less than 100,000 cubic yards of municipal solid waste per year. The landfill is currently permitted to accept industrial solid waste and construction and demolition debris. The Project will not increase the footprint of the existing permitted facility.

On April 24, 2023, the MPCA received a solid waste permit reissuance application that was subsequently superseded by a major permit modification received on December 20, 2024. This application requests continued operation of the unlined construction and demolition (C&D) disposal area and lined industrial disposal area, and it requests the conversion of Cells C and D of the lined industrial area to a Municipal Solid Waste (MSW) disposal area. This conversion decreases the industrial lined footprint from 34.6 acres to 22.6 acres, with the C&D acreage staying the same 7.5 acres. The proposed MSW area will be 19.8 acres, of which 12 acres will be the footprint of Cell C and Cell D with another 7.8 acres of liner over-layed on the west and east sides of Cells C and D. This application also requests the authorization to construct and operate Cells B3 and B4, which partially overlap a portion of the existing C&D disposal area. The liner overlapping the unlined C&D disposal area functions as both a base liner for Cells B3 and B4, and a partial cap of the C&D disposal area.
