Level 3 Predatory Offender living in Duluth

Duluth Police are informing the community of the relocation of a Level 3 High Risk Predatory Offender. Police say 38-year-old Rory Francis Northrup will be living on the 300 block of North 20th Avenue West. According to authorities, Northrup physically assaulted and engaged in sexual contact with a known adult female. The report says he used an established relationship of trust to gain access and used force and physical violence to maintain control. Northrup is described as a 5’8″ tall, 218 lbs, American Indian or Alaskan Native man. He has brown eyes and black hair. He has served his sentence and is transitioning into the community. Authorities release these notifications to inform the public but not raise fear.  The Duluth Police Department is releasing this information pursuant to Minnesota Statutes 244.052 and 253D. These statutes authorize law enforcement agencies to inform of a public registrant’s release from prison or a secure treatment facility when the Duluth Police Department believes that the release of information will enhance public safety and protection.
