A Duluth man will spend 20 years in prison for the March strangulation death of his girlfriend under a plea deal with prosecutors. Twenty-five-year-old Dale John Howard pleaded guilty to the second-degree murder of 27-year-old Allisa Vollan on Tuesday. The St. Louis County Attorney’s Office says Howard agreed to a 240-month sentence because Vollan had an active domestic abuse no-contact order against him. The presumptive state sentence for second-degree murder by strangulation is 150 months or 12-and-a-half years in prison.
